Historically black colleges and universities are higher education institutions that were founded before 1964 with the purpose of serving the black community in the United States of America.

HBCUs, whose main task is to educate black Americans, have developed from their beginning in 1837 when their fundamental obligation was to educate freed slaves. Most of these colleges and universities were founded after the American Civil War. Along with graduate and post-graduate degrees, these institutions give black American students a place to find a sense of identity, legacy and society.

              The Morrill Act in 1862 has provided for the establishment of land grant colleges in all states. Some educational institutions in the north were open to black Americans before the Civil War. Several states in the south usually excluded black Americans from their land grant colleges. The second Morrill Act of 1890 was passed in reaction to the exception of blacks from land grant colleges. Many of the historically black colleges and universities were established after the second Morrill Act was passed. The Act requires states to set up a separate land grant college for blacks if they were being excepted from the then existing land grant college. These land grant colleges continue to obtain funding for their extension, research and other activities.
