The California Community Colleges System originated by legislation in 1967 is the world's biggest higher education system, serving students with a broad diversity of career and educational goals.

The chancellor's office administers the system, which furnish leadership and technical aid to the colleges and is responsible for distributing state funding. The California Community Colleges System, the teaching-oriented California State University system and the research-oriented University of California system all together make California's system of public higher education.

The Governor of California according to the section of California Education Code appoints the Board members, who represent students, public, faculty, and employees. The Education Code also directs the Board to permit local authority and control of the community college districts to the maximum extent permissible and AB1725 in 1974 appended a formal consultation process which has an outcome in the formation of a Consultation Council to insure the Board of Governors and Chancellor's Office stay responsive in this regard.

The Chancellor of the system gives policy recommendations to the Board of Governors, and hold the authority to execute the policies of the Board by his leadership of the Chancellor's Office. The Chancellor performs a main role in the consultation procedure.

The California Community Colleges System is a charter member of the non-profit organization, the Corporation for Education Network Initiatives in California which equips uttermost high performance Internet based networking to California's k-12 research and education community.
